Similar moves have been made by other HEC-ranked universities in Pakistan. In Sep 2013, nearly a dozen students in NUST were also fined because of different reasons, including smoking and eating in labs.

Malala Yousafzai, the Pakistani activist for female education and the youngest-ever Nobel Prize laureate, also hails from Swat Valley.

However, soon after the notice was issued, the Vice Chancellor of University of Swat, Dr Jan Bakht, ordered an explanation call to Chief Proctor Hazrat Bilal for issuing the notification without his permission, spokesperson for University of Swat stated.
