GCU Layyah chairman accused of sodomising, blackmailing students
FAISALABAD – A Lahore-based lawyer has moved the Ministry for Human Rights and the country’s top court against an educator for allegedly sodomising a number of male students.

In his application, Ch Shoaib Saleem advocate has maintained that Ghulam Abbas Bhatti, the chairman of Layyah Campus of Government College University, Faisalabad, was reportedly found involved in developing sexual relationships with varsity students and then sharing it in various Whatsapp groups.

Voice messages and video clips, available with DailyPakistan, reveal how main accused Ghulam Abbas Bhatti seduced minor students of the varsity for sexual purposes. Not only he sent them his nudes, but also lured students to have sexual relation with him for a discount in tuition fee.

However, till date neither the university administration nor any other law enforcement agency and human rights body has taken notice of this extremely horrible activity being carried out at the premises of the university.

The staff of the said campus say they know about the incidents of this sexual abuse and also recognise the audio voice of the Campus Chairman but no one is willing to appear on record and file complaint against the accused.

It has also been reported by the police seeking anonymity that this issue is also in their notice but till date no action has been initiated against the accused due to his close links with some local influential people and public representatives.

The university’s vice chancellor, Dr Nasir Ameen says he is going to constitute a committee to probe this matter.

Sources told DailyPakistan that the Government College University, Faisalabad, had entered into a contract with Al Abbas Bhatti Trust and established its campus in Layyah. At present, more than 5000 girls and boys are studying in this campus.

Requesting the authorities concerned to take up the matter at the earliest, the lawyer-applicant has warned that if the incident of this sexual abuse with minor students at university level was not investigated and probed it would be our misfortune to have it reported on international level.

“It will not only spoil the whole image of the country but also the whole university, especially the educational institutions which may discourage traditional and illiterate parents to send their children to schools. We are already facing the lowest literacy rate in the world and this incident may further aggravate this situation, if not controlled and properly handled by the state agencies and the concerned,” Shoaib Saleem mentioned in his application, which is also addressed to Punjab Inspector General of Police.

Ghulam Abbas Bhatti, the accused, has gone into hiding since his objectionable pictures and audio clips went viral, and could not be reached for comments.

Statistics gathered by a child rights NGO, Sahil, show that as many as 2,300 cases of crimes against children were reported during the first six months of the last year alone. In 57 of these cases, children were killed after being raped.

In 2015, the Nation newspaper reported that a gang running a paedophile and pornography ring in Punjab's Kasur district assaulted more than 280 children, extorting significant sums from family members by threatening to "dishonour" them through releasing videos of their young relatives being assaulted and forced to perform sex acts.

About 400 videos were discovered, which the Nation said were sold for around 50 Pakistani rupees ($0.45) each.

Several victims fled the village. Many had been manipulated into feeling ashamed. Others were frustrated by an apparent lack of justice, which some still wait for.

The victims said the atrocities were carried out between 2006 and 2014.
