LAHORE – Thousands of Punjab residents are looking to get financial boost as the provincial government launched Parwaaz Card to offer interest-free loans of up to Rs. 1 million to help eligible workers meet the hefty costs of overseas employment.
Implemented through the Punjab Skills Development Fund (PSDF), the scheme is designed to remove one of the biggest hurdles facing aspiring migrant workers—arranging money for visa processing, medical tests, travel, and other mandatory pre-departure expenses.
The financing facility is available only to individuals who have already secured a confirmed overseas job offer but require financial assistance before leaving Pakistan.
Who Can Apply?
To qualify for Parwaaz Card loan, applicants must:
- Be at least 18 years old.
- Hold a valid Computerized National Identity Card (CNIC).
- Be a resident of Punjab.
- Have a confirmed overseas employment offer.
- Be offered a monthly salary of less than SAR 5,000, or its equivalent in another currency.
The program is open to male and female applicants, including skilled, semi-skilled, and unskilled workers, provided they meet the eligibility criteria.
The interest-free loan can be used to pay for essential costs linked to overseas employment, including Visa application and processing fees, Medical examinations, Airfare, Protector registration charges, Skills testing and verification and Fees charged by licensed Overseas Employment Promoters.
Eligible applicants may receive financing of up to Rs. 1 million, depending on the total approved cost of their overseas employment requirements.

Applicants with a confirmed foreign job offer can submit their applications through the official Parwaaz Card online portal. The process requires users to register, provide their personal and employment information, upload the necessary documents, and complete the digital application form.
The portal also allows applicants to track the status of their loan request throughout the approval process.
Authorities warned that every application will undergo a verification process. Any incorrect, incomplete, or misleading information may result in rejection or disqualification from the scheme.
Parwaaz Card initiative comes as the Punjab government seeks to support overseas employment by easing the financial burden on workers who often struggle to arrange the upfront costs required before leaving the country. By offering interest-free financing, the scheme aims to make international job opportunities more accessible for eligible residents while encouraging legal and regulated overseas employment.
