CII finds NAB s handcuffing of accused violation of Islamic jurisprudence

ISLAMABAD – The Council of Islamic Ideology (CII) has observed that the procedure of handcuffing suspects either of police or the National Accountability Bureau (NAB) before conviction as a violation of the Pakistani law and Islamic jurisprudence.

Addressing the media after chairing a daylong meeting of the council on Thursday, CII Chairman Qibla Ayaz said defaming a suspect and exposing him on media before his conviction is against the basic human values mentioned in Islamic teachings.

He, however, added that violent suspects can be handcuffed, urging NAB to refrain from such practices.

A committee, headed by Justice (retd) Raza Khan, has also been constituted to evaluate the NAB Ordinance in light of Islamic jurisprudence.

The CII chairman also expressed deep concern over the Aurat March held last month and the ‘inappropriate’ slogans and banners during the rally.

“The council has resolved that it will extensively study the causes behind dysfunctional families,” shared the chairman.

Ayaz opined that issues surrounding family life could not be resolved with emotional speeches and slogans,  calling for extensive research into the underlying factors.

The CII chief said the council also observed a communication gap between the teachers and students in colleges and varsities while co-curricular activities were on the decline.

“Consequently, the young generation is under intense mental strain,” he observed, urging the Ministry of Education and Higher Education Commission to come up with a strategy for the purpose.

The CII chairman expressed that religious leaders of minorities have been asked to give a proper guideline with references about the consumption of alcohol.

To a question about the existence of military courts and CII’s interpretation in this regard, Dr Ayaz expressed that evidently everything could not be dealt with at the same time.

It is pertinent to mention that NAB has faced criticism owing to its practice of handcuffing accused and presenting them before media.

A group of teachers was produced handcuffed before an accountability court last year by the anti-graft body which drew flak from the public and former chief justice Mian Saqib Nisar who compelled the Director General of the bureau to publicly apologize besides grilling him in the court.
