Insurgencies in Baluchistan and Bogus CNIC s issued by NADRA

The foreign funded insurgencies and Law and order situation in Baluchistan is much hushed about but equally turbulent subject.  It’s a result of both historical and contemporary factors and needs addressing, however – the issue is often overlooked or forgotten altogether – because of more prominent internal and regional issues such as the dispute of Kashmir, cold war with India and ongoing war in Afghanistan.

The recent wave of insurgency in Baluchistan erupted during Musharraf’s era – after the killing of Baloch Leader Nawab Akbar Bughti in 2006 and unlawful disappearance of many Baloch leaders. The emergence of foreign supported insurgency lead to the killings of many civilians and security personnel’s.  Although the discontent was there, however it was manipulated and fueled by non-state actors thus, adding complexities to already complex issue of Baluchistan.  The govt. tried to fight off the insurgency by the means of military power. According to reports by US Intelligence services, more than 25,000 army and paramilitary forces are engaged in counterinsurgency operations in Baluchistan against the foreign actors and those manipulated by them.

These statistics from Baluchistan shows that the violence was on raise from 2009-2013 but from 2014-2017 there’s been a decline.

Although, the violence and attacks are on decline in Baluchistan, however, the factors that were manipulated by the insurgents are still there and so are the possibilities for the re-emergence of the violence.

The recent issued report by NADRA on the issuance of bogus ID cards in Baluchistan is very troubling. The data received from National Database and Registration Authority is not only alarming for the finance department, but for the law and enforcement agencies as well.

As per the story, the finance department from Baluchistan reached an agreement with NADRA to identify the ghost civil servants. According to the statistics published by NADRA, of 295,455 employees, 271 government servants held more than one computerized Identity card and of these 295,455 employees 624 were foreigners who obtained the ID cards illegally. 45,000 CNIC’s issued are categorized as suspicious or downright bogus. Out of these 45,000 NADRA has declared 28,367 as fake, no record found for 12,431 and 1,620 were revoked on the suspicion that they were obtained illegally by foreigners. 46,932 pensioners in the province were passed through the same procedure and of these 46,932 pensioners; the identity of 12,341 is invalid.
