ISLAMABAD (Staff Report) – A Memorandum of Understanding (MoU) singed between Pakistan’s Inter-Services Intelligence (ISI)and Afghan National Directorate of Security (NDS), that was aimed at enhancing cooperation between both intelligence agencies, has become a ‘dead wood’ and there are no chances of implementation on the treaty, confirmed an unnamed official of Pakistani foreign office on Friday.
According to reports of Pakistani media, the treaty was signed on utmost desire of Afghan President Ashraf Ghani however he had stepped back due to growing political pressure in the wake of deteriorating security situation in Afghanistan since the Nato forces ended their mandate in country.
The pro-India elements and Indian diplomats in Kabul also played their role to prevent Ashraf Ghani from implementing any treaty of cooperation with Pakistani security agencies, the official believed.
Pakistan’s military operation Zarb-e-Azb that is underway in tribal areas of the country along border with Afghanistan will be affected by this decision of Afghan government. As a result Pakistani forces will have stay in tribal region for a longer time even after the elimination of terrorist groups.
Earlier this year ISI and NDS signed a MoU to cooperate to share intelligence information with each other in fight against terrorism. Both agencies also agreed to deploy their representatives in each other’s country to further strengthen the ties.
However Kabul’s blame on Islamabad for sponsoring terrorism in Afghanistan prevented both sides from implementing the MoU.
Afghan President Ashraf Ghani in a recent statement said that Afghanistan was in a state of ‘unannounced’ war with Pakistan.
Islamabad in a response has repeatedly rejected his allegations saying the terrorist groups have been using Afghan land to plan attacks on Pakistan instead.
